Biography:
Jim's criminal justice background includes nearly 20 years as a senior administrator with the Boston Police Department. His responsibilities included service as director of strategic planning under commissioners William Bratton and Paul Evans, developing and managing strategic partnerships to address critical public safety matters such as youth violence and comprehensive crime prevention.

Jim holds a master's degree in public administration from Harvard University's Kennedy School of Government and has taught at Northeastern University and the University of Massachusetts at Lowell.

  • Massachusetts Major Cities Chiefs Association
    For Commissioner Edward Davis and Chief Daniel O'Leary developing a strategic planning process for this organization of the executives of the state's largest police departments.


  • Cambridge Police Department
    Working with Commissioner Robert Haas on a leadership engagement project with supervisors and middle managers in patrol.

  • Boston University Police Department
    For Chief Thomas Robbins, worked on a comprehensive strategic assessment of the BU Police Department.


  • Massachusetts Executive Office of Public Safety
    For Undersecretary Patrick Bradley facilitated a planning process among the top officials of the Mass. Parole Board and Department of Correction to design a statewide reentry program to improve outcomes from prisoners returning to Massachusetts communities.


  • Local Initiatives Support Corporation, Community Safety Initiative (NY, NY)
    Provide strategic consulting, technical assistance and create original training materials for CSI sites in Boston, Providence, Seattle and elsewhere around the country. CSI develops partnerships between police departments and community development organizations.


  • MBTA Transit Police
    Advisor on training strategy and on the MBTA Transit Police Foundation and created the Department's annual report for 2005


  • Malden, MA Police Department
    Led a strategic planning project that is developing a new strategic plan for community safety in Malden. Participants included Malden Police Chief Kenneth Coye and MPD personnel in partnership with representatives of youth services, school committee, City government, faith community and business community.
